Exactly! Look at the word salad used in the Cochrane review:

"Vaccination may lead to a small reduction in the risk of hospitalisation in healthy adults, from 14.7% to 14.1%, but the CI is wide and does not rule out a large benefit (RR 0.96, 95% CI 0.85 to 1.08; 11,924 participants; low‐certainty evidence)."

So RR=0.96 ==> VE=4% statistically non-significant and their conclusion is "does not rule out a large benefit"

Large benefit?!?

Unbelievable!
